ジョン・ハーツ（John Hermann Herz, 1908年9月23日 - 2005年12月26日）は、ドイツ出身の国際政治学者。

デュッセルドルフ生まれ。ケルン大学で国際法学者ハンス・ケルゼンに師事。ナチス政権成立後、アメリカに移住。コロンビア大学、ニューヨーク市立大学で教鞭をとる。

国家間関係における安全保障のジレンマ（security dilemma）を指摘したことで知られる。
